Cannock Chase Local Plan 1997 - PDF Version
The Local Plan for Cannock Chase has been prepared by Cannock Chase District Council under the provisions of the Town and Country Planning Act, 1990.
Following its formal adoption, together with the Staffordshire Structure Plan which was approved in April, 1991.
Cannock Chase District Council itself was involved in the preparation of the Structure Plan and contributed at all stages to the development of strategic policies.
In preparation of the Local Plan, more detail is given to those policies, and detailed proposals for development are now put forward.
The Local Plan will be the prime policy document used by the District Council in making planning decisions.

Parking Standards, Travel Plans and Developer Contributions for Sustainable Transport Supplementary Planning Document.
The District Council’s existing parking standards were first published in the draft Cannock Chase Local Plan in 1993. These are now out of date and pre-date the Government’s national review of transport policy, PPG3 – Housing, 2000 and PPG13 - Transport in 2001. New parking standards are therefore required to accord with national transport policy, the Regional Spatial Strategy/Regional Transport Strategy (June 2004), the saved Staffordshire and Stoke-on-Trent Structure Plan 1996-2011 and the Cannock Chase Local Development Framework.
This SPD was adopted by the Council on 14th July 2005.

Statement of Community Involvement - Draft
The Draft Statement of Community Involvement (SCI) is the first of a series of documents that will guide the future development of the District, referred to as the Local Development Framework, or LDF.
It does not propose new planning policies or identify new development sites, but considers how best we can involve different sectors of the community in plan preparation and determining planning applications.
The Draft SCI was published on 9th May 2005 for a statutory 6 week consultation period, which ended on 20th June 2005.
The Statement of Community Involvement has now completed its preparation process, and was adopted on 15th June 2006.

Statement of Community Involvement - Submission Document
This is the Statement of Community Involvement Submission Document. The statutory 6 week consultation period was from 30th January 2006 until 13th March 2006.
Following the Submission period, a Statement of Submission Representations was prepared, as required by Regulation 31 of the The Town and Country Planning (Local Development) (England) Regulations 2004. A copy is available below. The Statement was sent to the Secretary of State, and the Planning Inspectorate, to enable the Representations to be considered by a Public Examination.
The Public Examination was dealt with by means of written representations, conducted by in Independent Inspector appointed by the Secretary of State. The Inspector's Report contains recommendations as to how the SCI should be modified prior to adoption. These recommendations are binding.
The Statement of Community Involvement was adopted on 15th June 2006. A copy is available to download.

The Cannock Chase Core Strategy The Cannock Chase Core Strategy is the first of several Development Plan Documents (DPDs) that the Council will be producing over the next few years as part of the new Cannock Chase Local Development Framework.
This is a copy of the first Core Strategy Issues and Options DPD which was subject to consultation between March and May 2006. All comments received for this document are still valid and will be considered as work commences on the Core Strategy Preferred Options DPD.
As a result of advice from Government Office for the West Midlands, the Council has decided to carry out further consultation on this Issues and Options DPD before proceeding to the Preferred Options stage.
The May 2007 Core Strategy Issues and Options (Additional Comments) DPD is now available to download from the Council’s website and is subject to consultation until the end of July 2007.

Sustainability Appraisal and Strategic Environmental Assessment of the Local Development Framework - Scoping Report
The new system of Local Development Frameworks is a collection of plans, policies and guidance which relate to the type of development which can take place in our area. It is through this Framework that competing demands can be resolved. Developing this, the Government has set out a requirement in the Planning and Compulsory Purchase Act 2004 for a Sustainability Appraisal to be carried out on LDF documents.
In addition, there is also a requirement under European legislation to carry out an assessment of the environmental effects of plans and policies. This is known as the Strategic Environmental Assessment (SEA).
Both assessments overlap, consequently they are combined into one process for assessing the Cannock Chase Local Development Framework.
The purpose of the Sustainability Appraisal is to enable the Council to look at the policies and plans in the Local Development Framework as they are developed, in order to test how they contribute to the aim of sustainable development. If policies or proposals do not contribute to this aim, it will be possible to look for alternatives or at least amend policies to make them as sustainable as possible. The process is also able to show where judgements have been made on the impact of policies on sustainable development throughout the plan-making process.
This scoping report is the first stage in the process of carrying out an SA/SEA.

Annual Monitoring Report
An Annual Monitoring Report is a document that helps the Council to achieve its objectives by monitoring the implementation of plans and policies within the District’s Development Plan and seeing if they’re having the desired effect. It also records the progress made against targets set in the Local Development Scheme which outlines what documents are being produced and when the public can expect to be consulted on them.
This report therefore highlights any areas that need addressing or improving and recommend ways of tackling them.

Sustainability Appraisal Scoping Report for the Site Allocations and Development Control Policies DPDs
This Scoping Report is part of the preparation for the Sustainability Appraisal of the Site Allocations and Development Control Policies Development Plan Documents (DPDs).
The Scoping Report sets out baseline information about present social, environmental and economic conditions within the District. It then uses this to explore key issues, opportunities and trends which must be addressed through the DPDs. As a result of this information a list of seventeen key sustainability objectives were defined to form the Sustainability Appraisal Framework which will be used to produce the final Sustainability Appraisal Report.
In accordance with SEA Regulations the Council underwent a 5 week period of consultation with statutory consultee bodies and other key stakeholders from the 16th February 2007 - 23rd March 2007.
The comments received from this will now be used in the preparation of the final Sustainability Appraisal Report.

The Draft Open Space, Sport and Recreation Supplementary Planning Document (SPD) seeks to expand upon the Council’s current planning policy. It aims to ensure that new development takes account of the need for open space, sport and recreational facilities within the District to meet the requirements of the local population and community.

Pye Green Valley Development Brief (Background Document)
The Cannock Chase Local Plan 1997 proposes that parts of the Pye Green Valley should be developed for residential purposes, with a new spine road running up the Valley and enhanced open space on the remainder. The Local Plan also states that it is necessary for a Development Brief to be prepared for a number of developments, including proposals HP1.8/HP1.9 Pye Green Valley/Lower Pye Green Valley.
Staffordshire County Council, in consultation with Cannock Chase District Council, prepared a draft Brief for consultations in 2004. Staffordshire County Council is the major owner of the land covered by the Brief and was accordingly requested to prepare the Brief.
It is the purpose of the Brief to provide more detailed guidance for the development of the valley. It addresses the means of making the development happen as a whole, with the creation of buildings, services, access and landscape concurrently to form a single proposal capable of being actually and acceptably provided.
The Development Brief was adopted in December 2005.

Urban Capacity Study - 2004 Draft
The Urban Capacity Study 2004 has been undertaken as part of the information base for the Cannock Chase Local Development Framework (LDF).
Its purpose is to inform the preparation of the Core Strategy for the future development of the District, and the allocation of sites for residential development within the LDF. In preparing the Core Strategy and identifying development sites, other factors will be taken into account, including current residential land availability in terms of planning permissions, and the likely contribution of windfall sites.
This study is based on work undertaken for the earlier 2002 Urban Capacity Study, which was the subject of consultations in the summer of 2002. The methodology has been revised in the light of comments received at that time, and to follow current good practice advice. Information relating to each site has been updated to 1st April 2004. The completed 2005 Study will reflect any updates and changes. Comments made in response to this consultation will also be considered at the same time. This will enable the study to be updated to 1st April 2005, prior to final publication.
